We arrange the Dutch side of a car's move to Norway at our RDW-recognised desk in Hengelo: export document, EX-A export declaration, white plates and 14 days of insurance. The Norwegian steps are for the buyer or new owner; this page explains both.

Whether you are buying a car in the Netherlands to drive home to Norway, or moving there with your own car, motorhome, caravan or company van, the journey starts with Dutch paperwork. Auto Export Noorwegen is an RDW-recognised export desk in Hengelo (Overijssel), about 1 km from the A1 motorway. Since 2015 we have prepared export documents, export insurance and white export plates for every type of vehicle. We do not sell cars, and we have no desk in Norway.
To import a car from the Netherlands to Norway, both countries have their say: the Netherlands releases the car and Norway takes it in. We look after the first part. The second part is for the buyer or new owner, who handles it personally or leaves the customs declaration to a customs agent (speditør). This page walks through both, so nothing on the way comes as a surprise.
At our counter the car is deregistered from the Dutch vehicle register for export. This is what we take care of:
With complete documents a standard counter application is usually ready in about 15 minutes. The same desk handles a motorhome or caravan and vans and trucks. The details are on our pages about export documents and export insurance with a Green Card.

Norway is part of the EEA but not of the EU, and it lies outside the EU customs union. That is the big difference from exporting to Germany or Belgium: besides the RDW deregistration, the car must be declared for export to Dutch Customs. In practice that declaration is the EX-A document.
We prepare and submit it for you from €150, from Monday to Friday between 08:00 and 16:00. Among other things we need the car in the Netherlands for a possible customs check, an invoice to the buyer abroad and a valid EORI number of the selling party. Customs decides on approval. Everything about it is on our page about the EX-A export declaration.
Statens vegvesen (the Norwegian Public Roads Administration) describes an import as an interplay between you as the importer, Statens vegvesen, Skatteetaten and Tolletaten. In short:
We do not carry out these steps, and we do not calculate or pay Norwegian taxes. Our page on importing a car into Norway explains each one, with documents, deadlines and common mistakes.
If you buy a car in the Netherlands, from a dealer or a private seller, the export is made in your name as the buyer: you receive the export certificate, the seller receives the vrijwaringsbewijs. Can't travel to the Netherlands yourself? The RDW allows a contact person in the Netherlands to arrange the export for you.
A few points deserve attention before you pay. Dutch Customs requires the declarant for the export declaration to be established in the EU, so agree with the seller and with us in good time how the EX-A will be arranged. And ask Statens vegvesen which technical requirements apply to that model in Norway. Ask the seller for the certificate of conformity as well: without a CoC, Statens vegvesen has to check the vehicle.
In the Netherlands you may drive for 14 days on white export plates, and never longer than the APK (the Dutch periodic roadworthiness test) is valid. Along the way, the rules for Dutch export plates vary by country, so check them for every country you drive through.
In Norway, after customs clearance, a car may be driven for up to 30 days on valid foreign plates if it is insured and technically roadworthy. Whether Dutch white export plates count as valid foreign plates there is something to ask Tolletaten or Statens vegvesen before you leave. Without valid plates you need Norwegian temporary plates (prøveskilt), which cost NOK 340 per day according to Statens vegvesen.
There is no official average processing time for the Norwegian steps. As an indication: with complete papers (CoC, invoice and both parts of the registration certificate) and an available appointment at Statens vegvesen, clearance, approval, payment and registration are usually done within a few days to a few weeks. The wait for an appointment sets the pace. If it takes longer, the export insurance can be extended 14 days at a time.
Did you drive to Norway on Dutch plates, and is the car already there? We can still arrange the export: the deregistration with the export certificate (kentekenbewijs deel II) is then handled entirely remotely, through a different procedure that runs by post. We ship insured with DHL: standard in about 5 working days, DHL Express in about 1 working day. Contact us first; we will tell you what we need and what it costs, and we will then also discuss the export declaration. Moving for good? Read our guide to moving to Norway with a car.
For a car that is still in the Netherlands, we can also work at a distance: preparation online, the yellow plates sent to us by post or courier, and documents and plates returned insured and with tracking, also to Norway. All rates are on our page about the cost of importing a car to Norway.

No. We do not sell cars and we do not search for them. Once you have found a car, from a dealer or a private seller, we take care of the Dutch export papers, the EX-A export declaration, the white export plates and the temporary insurance.
No. Customs clearance at Tolletaten, approval and registration at Statens vegvesen and payment of the one-off registration tax to Skatteetaten are done by the owner, or by a customs agent (speditør) for the customs part. We make sure the Dutch papers, the export declaration and the export insurance are in order.
Norway is not a member of the EU, so a vehicle leaving the Netherlands for Norway must also be declared for export to Dutch Customs, on top of the RDW deregistration. We submit the EX-A declaration from €150; Customs decides on approval.
In the Netherlands a counter application with complete papers is usually ready in about 15 minutes. In Norway there is no official average. As an indication, clearance, approval, payment and registration usually take a few days to a few weeks, depending mostly on the wait for an appointment at Statens vegvesen.
Yes. We can arrange the deregistration with the export certificate (kentekenbewijs deel II) remotely by post, insured with DHL: standard in about 5 working days, DHL Express in about 1 working day. Contact us first; we will then also discuss the export declaration.
In the Netherlands you may drive for 14 days on white export plates, never longer than the APK is valid. The rules for Dutch export plates vary by country, so check them for every country on your route and for Norway, and make sure the insurance covers the whole journey.
