Dutch registration certificate part II, CoC and EX-A for Norway
Which papers does a car from the Netherlands need for customs and registration in Norway? Here is what the buyer and seller receive at our Hengelo desk, what the Norwegian authorities ask for, and where the CoC and EX-A fit in.
- Export certificate in the buyer's name
- Posted insured with tracking to Norway
- CoC guidance available on request
from €50
Norwegian customs and Statens vegvesen work with original documents, so a missing paper can mean an extra trip and a longer wait. This page explains which Dutch car export documents exist, who receives which one, and what the Norwegian authorities ask for at each step of the import. Use it as a checklist before the car leaves.
Dutch registration certificate part II and the registration card
When we deregister a car for export at our desk, the papers are split between buyer and seller:
- The buyer, or whoever the export is made out to, receives the export certificate (exportbewijs), also called kentekenbewijs deel II, plus the registration card (kentekencard) with a corner cut off.
- The seller receives the vrijwaringsbewijs, the proof that the Dutch registration has stopped. It is for the seller's own records and is not on any Norwegian list.
Statens vegvesen asks for the original foreign registration certificate, and for an EU-model certificate both parts. No Norwegian source names the Dutch papers individually, but the RDW says that the registration card and the export certificate are handed to the organisation abroad where you register the vehicle. NederlandWereldwijd also names the paper kentekenbewijs deel II for export, together with the registration card, as needed for registration abroad. Keep both papers together and in their original form.
Customs clearance documents in Norway
For customs clearance at Tolletaten (Norwegian Customs), the official lists name:
- the transit document, if the car arrives in transit;
- the invoice or purchase contract showing the actual purchase price;
- where relevant, the freight invoice and proof of other costs, such as insurance for the transport;
- the original foreign registration document;
- the certificate of conformity (CoC), if there is one.
For a car bought in the EU, the invoice or purchase contract with the actual price also serves as proof of ownership. The steps themselves are explained on our page about importing a car into Norway.
Certificate of conformity (CoC) for the vehicle approval
Skatteetaten lists the CoC among the documents for clearance and states that without a CoC the vehicle needs to be checked by Statens vegvesen. You are told which documents to bring to the inspection itself when you book it. We offer CoC guidance on request; the route varies by manufacturer and importer, so ask us early.
Registration papers and the Norwegian vognkort
At the trafikkstasjon you need the foreign registration certificate, ID and the signed form "Melding om registrering". The owner registers the car, or someone with written authorisation. The foreign number plates are handed in at registration, and that should apply to the white export plates too; ask the trafikkstasjon if you are unsure. You then receive a temporary registration certificate, and the vognkort, the Norwegian registration certificate, follows by post.
The EX-A export declaration as an extra document
Norway is outside the EU, so besides the RDW papers the car needs an export declaration with Dutch Customs: the EX-A document. It is a separate customs document on top of the RDW papers, with its own requirements. We can arrange both at our desk in Hengelo, but we do not promise that they are ready on the same day. See our page on the EX-A export declaration for Norway.
What to bring for the Dutch export papers
For the export itself, bring a valid passport, ID card or driving licence of the person in whose name the export is made, the registration card with its tenaamstellingscode (or the old paper parts), the yellow Dutch plates, the current mileage and the buyer's full address abroad; the checklist below shows everything. The export is made in the buyer's name. If the buyer cannot come, a contact person in the Netherlands may arrange it.
Everything can also be done at a distance: we prepare online, you send the yellow plates by post or courier, and we return the papers insured and with tracking, also to Norway. Is the car already in Norway? Then the export runs by post through a different procedure, insured with DHL: standard in about 5 working days, DHL Express in about 1 working day. Contact us first; we will then also discuss the export declaration. Selling the car yourself? Read how to sell a car for export, and see our prices for exporting to Norway.

Papers for a car going to Norway: questions on deel II and the CoC
Is the registration certificate part II the same as the export certificate?
Yes. The export certificate (exportbewijs), also called kentekenbewijs deel II or Dutch registration certificate part II, is what the buyer receives when a car is deregistered in the Netherlands for export. It comes with the registration card (kentekencard) with a corner cut off.
Which Dutch papers does Statens vegvesen ask for at registration in Norway?
Statens vegvesen asks for the original foreign registration certificate, and for an EU-model certificate both parts. According to the RDW, the registration card and the export certificate go to the organisation abroad where you register the car.
Do I need the vrijwaringsbewijs in Norway?
No. The vrijwaringsbewijs is the Dutch seller's proof that the registration in the Netherlands has ended. It does not appear on any Norwegian list of documents.
Can you post the Dutch export papers to an address in Norway?
Yes. Documents and plates are sent insured and with tracking, also to Norway: standard DHL takes about 5 working days, DHL Express about 1 working day. If the car is already in Norway, contact us first; we will then also discuss the export declaration.
Who arranges the Dutch export if the buyer lives in Norway?
The export is made in the buyer's name. If the buyer cannot come to the Netherlands, the RDW allows a contact person in the Netherlands to arrange it.
